Manchester City have reached an agreement with Everton to secure the transfer of winger Iliman Ndiaye for a fee that could reach sixty-five million pounds. Tottenham had previously struck an agreement with Everton regarding Ndiaye, which was structured alongside a prospective move that would have sent Richarlison back to Merseyside. Everton had submitted a thirty-five million pound bid for their former player, but the transfer ultimately stalled when Richarlison failed to agree personal terms with the club.

Following the collapse of those discussions, Tottenham were unable to finalize their acquisition of Ndiaye. Instead, the London club turned their attention elsewhere, opening negotiations with Chelsea regarding a potential season-long loan deal for winger Mykhailo Mudryk.

Manchester City turned their focus to Ndiaye after a separate high-profile pursuit appeared to fall through. City had been in discussions with Liverpool regarding an eighty million pound transfer for forward Cody Gakpo. Liverpool had expressed a willingness to part ways with the Netherlands international, provided they could secure an adequate replacement before the transfer window closed.

Liverpool completed a major acquisition on Monday by bringing in French attacker Bradley Barcola from Paris Saint-Germain for a fee reaching up to one hundred and twenty-three million pounds. Despite that addition, Liverpool pursued further reinforcements, targeting Brighton's Yankuba Minteh and Crystal Palace's Ismaila Sarr.

Valuation disagreements complicated those potential deals, leaving Liverpool unlikely to sanction Gakpo's departure unless a breakthrough occurs before the transfer deadline. That stalemate cleared the path for Manchester City to pivot decisively toward the acquisition of Ndiaye from Everton.
